Clearly, Magica hadn't thought the full consequences of this deal through. Her not being able to do a thing without calling the engagement into question was wonderful enough, but her not being able to pursue the Dime or hurt his family was the icing on the cake.

She looked annoyed in the picture (when didn't she in these pictures?) but she actually looked...different...in red. He was so used to seeing her in black (outside of her disguises) that his brain had always linked "Magica De Spell" to "witch" and "threat". He knew she was a woman but she might as well have been genderless in his head.
But in that red dress, she looked like what she was beneath the spells and cackling and more ham than a pig farmer: an attractive young woman.
"I didn't even know you had dresses in other colors," Scrooge said, trying to cover his lapse.

So she claimed - but the longer one looked at the picture, the more it revealed. There was a faint pinkess to her cheeks, a rose in her hair.

"Your rooms should be ready," he told the warlock and newly-arrived witches. "Granny, you'll be at the end of the hallway from Magica's room. Minima will be right across the hall from you and Rosolio the room next to Minima's. I hope you find them comfortable."
